Raleigh AeroMasters

ARTICLE I

The name of the club shall be THE RALEIGH AEROMASTERS R/C CLUB. The purpose of the Club shall be to foster personal contact, commingling, and fellowship among club members through club activities; to provide a field where members may engage in the hobby/sport of fling radio controlled planes; to conduct educational programs and contests to increase the skills of members which are requisite to safe and pleasurable flying; to promote and encourage new participants in the hobby/support of flying radio-controlled planes; and to engage in similar non-profitable purposes as are allowed a social and recreational club under Section 501 (c)(7) of the Internal Revenue Service Code of 1954 (or any corresponding provision of any United States Revenue law).

ARTICLE II

The officers of the club shall be those officers listed on the "charter club officers sheet" And/or those listed on the computer "master file list" which are sent to the Club each year by the AMA. Each year prior to nomination of officers, the Board of Directors will make recommendations to the Club indication those officers which need to be elected.

Should any office become vacant, nominations and an election will be held at any Club meeting following such vacancy, provided all Club members have been notified at least two (2) weeks in advance. Subject to the approval of the Board of Directors, additional board members can be nominated and elected.

The President shall preside at all meetings of the Club and shall serve as Chairman of the Board of Directors. The President shall present the agenda at all Club meetings. The President shall preserve order and shall decide all points of order which may arise, subject to being overruled by a majority vote of all members present.

The Vice President shall preside in the absence of the President and shall assist the President in any way designated by the President.

The secretary shall have the responsibility of maintaining accurate records of all meetings of the Club and of the Board. The Secretary shall be responsible for all correspondence between the Club and other groups or organizations.

The Treasurer shall be responsible for the collection and disbursement of the all duly authorized monies within an approved budget. The Treasurer shall keep a true and accurate record of all accounts and expenditures, and shall report at monthly Club meetings. The Treasurer shall also prepare a budget to be proposed to the Club for approval.

The Safety Officer shall be responsible for formulating rules for the safe operation of any flying facility sponsored and sanctioned by the Club. These rules shall be offered to the Board for consideration and approval before their implementation. These rules shall be discussed in a Club meeting prior to their implementation. The Safety Officer shall report all violations of said rules to the Board for appropriate action.

Officers shall be nominated and elections held in November of each year. Installment of new officers will be effective on January 1st of the following year with elected power conveyed at that time.

ARTICLE III

The Board of Directors shall be authorized to act for the Club in any emergency or needful occasion between regular meetings. The Board shall decide policies and procedures affecting general management of the Club. Any distribution by mail should be approved by the Board.

The President shall report on the activities of the Board at the monthly meeting of the club.

ARTICLE IV

The membership shall be open & voted on by the board to any individual of good character who is interested in contributing to the purpose of the Club and who is interested in contributing to the purposes of the Club and who will conform to the rules governing the operation of aircraft and equipment at any Club designated flying site. Active members shall meet all requirements of membership in the Academy of Model Aeronautics.

ARTICLE V

Dues shall be used for the acquisition of a suitable flying site, funding of Club sponsored activities, maintenance of club sponsored facilities, and for other Club business as defined in the budget.

Club dues will be due and payable on an annual basis. Annual dues are due on January 1st. After Jan 31st there will be a $50 late fee. Should any previous member fail to renew within the allotted period, he or she will lose all membership privileges. Dues are $100.00 for open members and $25.00 for student or junior members. Dues are $25.00 for Co-op or summer students. Member categories are:

  1. OPEN MEMBER:

    Full membership for adults over 18 years of age. Open members shall receive all newsletters, club correspondence and full use of Club facilities. Open members shall also have one vote on all club business, and be eligible to hold club office.

  2. STUDENT MEMBER

    Restricted to membership for any full time student over 18 years of age attending any recognized institution of higher learning. Receives newsletters and correspondence, has full use of facilities. Does not have voting privileges or eligibility for office.

  3. JUNIOR MEMBER

    Restricted membership for anyone under the age of 18. Receives newsletter if not in household of open member. Has full use of club facilities. Does not have voting privileges or eligibility for office. (Adult family member Participation and/or supervision at field should be encouraged for this member category.)
  4. A one-time initiation fee of $50.00 shall be assessed to all new (open) members. Initiation fee shall not be reduced for new members joining after July 1st.

    In the event that the Club is disbanded, its assets shall be liquidated and the proceeds distributed to the Academy of Model Aeronautics if it is then an exempt organization under Section 501(c)(3) of the Internal Revenue Service Code (or any corresponding provision of any future United States Revenue Code)or to an organization that combats juvenile delinquency which is an exempt organization under Section 501(c)(3) of the Internal Revenue Service Code (or any corresponding provision of any future United States Revenue Code).

    ARTICLE VI

    Insurance coverage shall be provided via membership of all Club members in AMA and by adherence to the safety guidelines prescribed by AMA. An insurance certificate shall be kept in effect via the AMA for protection of the flying facility under Club sanction.

    ARTICLE VII

    Committees shall be appointed by the Board to carry out those functions deemed necessary for the proper conduct of the Club's activities.

    ARTICLE VIII

    Meetings of the Club's general membership shall be held the first weekend of each month at the flying field 3pm. Business shall be conducted by a quorum constituted of active members present. All business brought before the Club members for approval, except those items noted in ARTICLE IX of this document, shall be subject to majority vote of the members present. Business proceedings shall be conducted to the conventions of Robert's Rule of Order.

    Absentee Ballots will be available upon request to members who can demonstrate that it presents a hardship for them to attend a voting meeting. These ballots will be available only for Constitutional changes, elections, or any proposals made at a meeting to be voted on at the next meeting. Absentee ballots will not be available for emergency or other proposals made on voted on at the same meeting. These ballots will be counted as members present.

    ARTICLE IX

    All changes in this Constitution and By Laws, impeachment proceedings against a Board or Club member, changes to the flying site rules, ground rules, or flight rules, shall be proposed by written motion, and voting on the proposed action shall be conducted at the monthly meeting following, Any such changes require a quorum constituted of active members present, and shall be made by a two-thirds vote of the members present.

    ARTICLE X

    A contest director may petition the Board of Directories in writing to waive the normal starting time on Saturday or Sunday for AMA sanctioned contest. Such petition should be routinely approved upon receipt of written assurance by the contest director that all applicable club noise restrictions will be complied with. This waiver shall not be approved more than three times in any calendar year.
